GIS Analyst

The GIS Analyst will assist in developing and updating maps that show broadband availability at a granular level (e.g., street address, street segment or land use area or census block). This work will include the collection, creation, editing, verification and management of spatial data and associated attributes and metadata using ESRI's ArcGIS 9.3 software. The GIS Analyst will work closely with state agencies (such as the Executive Office of Housing and Economic Development, the Department of Telecommunications and Cable, and MassGIS), Regional Planning Authorities, MBI staff and consultants and should be comfortable working on multi-agency GIS projects.

Job Responsibilities:
The successful candidate will be a hands-on technical analyst who can work collaboratively with the GIS Project Manager to assist in supporting the broadband data and mapping needs required to identify, deploy and track broadband infrastructure and services and meet federal grant program requirements. The GIS Analyst will also undertake the following responsibilities:

· Operate and maintain GIS hardware and software, including computers, printers, plotters, Microsoft Office, and ESRI ArcInfo 9.x

· Gather, create, edit, integrate and manage geospatial data and associated attribute information in file-based and geodatabase formats, particularly ESRI Shapefiles, personal geodatabases and ArcSDE geodatabases

· Georeference and digitize maps from various sources

· Convert ESRI format data to and from other formats, including MapInfo, AutoCAD, Google Earth and Excel

· Identify and correct errors introduced when merging data sets from multiple sources.

· Track the status of data collection and review

· Perform and automate geoprocessing tasks using ArcToolbox and ModelBuilder

· Document and maintain records on data processing procedures

· Create, edit and manage metadata, including data sources, geoprocessing history and attribute descriptions

· Perform spatial analysis and create internal and presentation quality maps upon request

· Interact with state, regional, and municipal agency staff to gather GIS and related data files and to investigate potential data corrections and updates

· Participate in additional division activities that may be assigned from time to time

Job Requirements

Our candidate of choice will have a Bachelors degree from an accredited college or university in GIS, Geography, Computer Science, Statistics, Urban Planning, Civil Engineering or related field. Your two plus years of professional work experience should include experience using ESRI ArcGIS 9.x and Microsoft Office software and GIS data and metadata development and management. Knowledge of statistical methods, techniques and software are desirable.

You should have strong written and oral communication, problem solving, troubleshooting and organizational skills and a desire to research and learn increasingly advanced GIS skills. The ability and desire to work in a collaborative team environment which will include co-workers, state and local agency personnel, broadband providers and consumers, consultants and other officials is also important. Your ability to adjust to changing priorities, work independently in a start-up environment and to take initiative and handle multiple tasks simultaneously while meeting deadlines, drawing conclusions and making recommendations will be essential for success.

Your knowledge of ArcGIS 9.x (including ArcInfo, Spatial Analyst, ArcSDE), Microsoft Office (including Word, Excel, Outlook, PowerPoint and Access) will be required to accomplish your role successfully. Knowledge of and experience with other GIS and CAD software (including open source software), Microsoft Visio, SQL, Visual Basic, Python, HTML, ASP or other programming languages and of web and database design, development and maintenance are desirable.
